Local Hiring on Navassa Superfund Site &
Comprehensive Environmental Response
Compensation and Liability Act
(CERCLA) Compliance
The Multistate Trust has hired Envirocon LLC, a Montana based company operating
in 46 states, which brings its own workforce rather than hiring locally. The Trust has
stated that it is a private company and therefore does not have to abide by CERCLA’s
community involvement and local benefit expectations.
This position is unacceptable. Regardless of the Trust’s corporate structure, the
cleanup is a CERCLA action, funded and overseen through federal authority. EPA
and NCDEQ have both emphasized the importance of community-supported
redevelopment. That commitment must include local hiring within a 30 mile radius
of the Navassa Superfund Site, especially for contractors with proven performance.
Local contractors and skilled workers in Navassa continue to face barriers to participating
in cleanup and redevelopment activities connected to the Superfund site. This situation is unsatisfactory and does not reflect the intent of CERCLA, which encourages community
involvement and equitable access to economic opportunities created by environmental
remediation. Ensuring that qualified local contractors have a fair chance to compete for
work is essential to strengthening the community and supporting long‑term recovery.
BC-NAACP Request for EPA & NCDEQ Support
We are requesting stronger oversight and clearer guidance from both EPA and NCDEQ
to ensure that hiring practices, contractor selection, and community engagement efforts
align with CERCLA’s goals. Increased transparency, consistent communication, and equitable
access to opportunities will help rebuild trust and ensure that Navassa residents benefit
directly from the cleanup and redevelopment process. We look forward to continued
collaboration with both agencies to support fair treatment and meaningful community
participation.
